Explosion at Valero Port Arthur Refinery Triggers Shelter-in-Place for Thousands

An explosion rocked the Valero Port Arthur Refinery on the evening of Monday, March 23, 2026, sending massive plumes of black smoke and fire into the sky over southeast Texas. The blast, reported at approximately 6:30 p.m., was heard and felt across Port Arthur, Groves, and Nederland, with residents saying the boom shook their homes and rattled car windows from miles away.

Jefferson County Sheriff Zena Stephens said the explosion likely originated in an industrial heater unit at the facility. Emergency crews from the Port Arthur Fire Department, Beaumont Fire Department, and the Jefferson County Sheriff's Office responded to the scene. A hazmat team was also deployed to the refinery.

Authorities immediately issued a shelter-in-place order for residents on the west side of Port Arthur, as well as Sabine Pass and Pleasure Island. The City of Port Arthur directed residents from Stilwell west and south of Highway 73 to remain indoors until an all-clear was given. Police shut down portions of Highway 87 and Highway 82 leading into Port Arthur, along with the MLK Bridge to Pleasure Island, the Intracoastal Canal Bridge, and a section of 25th Street to Savannah. A half-mile radius around the site was established.

At least one resident near the scene reported a strong smell of rotten eggs, often associated with hydrogen sulfide and other sulfur compounds commonly present in refinery operations.

Valero issued a statement confirming that all personnel had been accounted for and that its emergency response team was coordinating with local authorities. No injuries have been reported. Both the Texas Commission on Environmental Quality (TCEQ) and the Texas Department of Emergency Management deployed personnel to the scene, with TCEQ sending emergency response coordinators and regional staff, along with handheld and mobile air-monitoring equipment. The City of Nederland, located nearby, said its police and fire departments were conducting air monitoring on the city's south side but reported no impact at the time.

The Valero Port Arthur Refinery sits on roughly 4,000 acres along the Texas Gulf Coast, about 90 miles east of Houston. It is one of the largest refineries in Valero's system, processing approximately 435,000 barrels per day of heavy sour crude oil into gasoline, diesel, and jet fuel. The facility employs around 770 workers. According to the EPA, approximately 36,000 people live within a three-mile radius of the refinery, an area that includes at least 5 schools, 2 community centers, 4 public parks, and more than 20 churches.
