Compliance, Safety, Accountability Methodology: Ensuring Safety

The FMCSA instituted a Compliance, Safety, Accountability (CSA) program designed to help regulate unsafe and uninspected vehicles. Motor carrier and driver safety performance are subject to be criticized in light of seven Behavioral Analysis Safety Improvement Categories (BASICS).

If they do not pass, they are subject to various interventions by the FMCSA which may include the following:

  • Letter of Warning: This lets the carrier know correction is necessary.
  • Increased Roadside Enforcement: Carriers are flagged and inspected for specific faults.
  • Off-site Investigation: Investigators will concentrate on whichever BASICS the carrier failed.
  • Cooperative Safety Plan: The carrier may be required to develop a plan to correct performance.
  • Notice of Claim, Penalty, and Settlement Agreement: This involves fining the carrier or driver.

The CSA also has a Safety Management Cycle (SMC) model that will assess a company’s safety management and improve upon it. The FMCSA recommends this model to improve safety within a carrier organization.
